To view a form within your browser simply click once on the form Title below. As long as you have the Adobe Reader (if you don't, see below), a new browser window will open and load the file for you.

To download a form to your computer, right click over the form Title and choose Save Target As... from the popup menu. You can then choose a folder on your computer where you can save the file.
